A Day in the Life
What a Typical Construction Labour Hire Deployment Looks Like
A site supervisor at a tier 1 commercial builder calls HBG at 4:30am. They need six general labourers and two experienced formworkers for a concrete pour starting at 6:00am. Within minutes, our on-call coordinator confirms availability from our pre-inducted pool. By 5:45am, all eight workers have arrived on site with current white cards, PPE, and site-specific induction paperwork ready to go.
The general labourers spend the morning assisting with formwork stripping, moving materials via telehandler and manual handling, and preparing reinforcement for the afternoon pour. The formworkers set up edge forms and check levels with the site engineer. After lunch, a 120-cubic-metre concrete pour begins — our labourers manage vibrators, screeds, and finishing while the formworkers oversee alignment and boxing for penetrations.
At the end of the shift, timesheets are signed digitally through our workforce management system. The site supervisor rates each worker, and high performers are flagged for repeat bookings on the same project. This kind of rapid mobilisation, combined with genuine trade competency, is what sets HBG apart from agencies that treat construction staffing as a numbers game.
For white-collar placements, the process is equally rigorous. When a tier 2 residential builder needs a contract administrator for a 200-unit multi-residential development, our permanent recruitment team conducts competency-based interviews, verifies project history against claimed experience on comparable developments, and checks references from previous site-based roles. Candidates are shortlisted within 48 hours, with interviews typically arranged within the first week.
National Coverage
Construction Labour Hire Across Every State and Territory
HBG provides construction labour hire and recruitment services across all major Australian markets. In New South Wales, we service Sydney CBD commercial projects, Western Sydney infrastructure corridors, the Hunter Valley, and the Illawarra region. Our Queensland operations cover Brisbane, the Gold Coast, Sunshine Coast, and Townsville, supporting both residential high-rise and major civil works including road and rail upgrades.
In Victoria, we are active across Melbourne’s CBD, the western and south-eastern growth corridors, Geelong, and Ballarat. Our Western Australian team services Perth metro and regional mining-adjacent construction in the Pilbara and Goldfields-Esperance regions. In the ACT, we support government infrastructure projects, commercial developments in Canberra CBD, and residential builds across the territory.
With over 1,200+ unique sites serviced to date, we understand the logistical challenges of deploying workers to both metro CBD sites and remote regional locations. Our state-based account managers maintain local knowledge of site access requirements, parking arrangements, and public transport routes — practical details that reduce no-shows and ensure workers arrive ready to contribute from their first shift.
Compliance & Licensing
Fully Licensed and Compliant in Every Jurisdiction
Labour hire licensing is mandatory for construction recruitment in most Australian states. HBG holds active labour hire licences in New South Wales (SLJ: 02939), Queensland (LHL-05861-F7S5Z), Victoria (VICLHL07487), Western Australia (EA3008), and the Australian Capital Territory (ACTLHL00000654). Each licence is subject to annual compliance audits and ongoing obligations around workplace health and safety, workers’ compensation, payroll tax, and industrial relations.
All construction workers deployed by HBG hold a current Construction Induction Card, commonly known as a white card, which is mandatory under the Work Health and Safety Regulation 2017. For high-risk work, we verify relevant Statements of Attainment and High Risk Work Licences issued by state regulators. This includes licences for scaffolding, rigging, dogging, crane operation, elevated work platforms, and confined space entry.
Our workers’ compensation insurance provides coverage that meets or exceeds the requirements of each state’s workers’ compensation scheme. We also carry $20 million in public liability insurance and professional indemnity cover. For tier 1 principal contractors, we provide full pre-qualification documentation including Safe Work Method Statements, insurance certificates of currency, and compliance declarations aligned with the Federal Safety Commissioner’s requirements for Australian Government Building and Construction work.
FAQ
Frequently Asked Questions About Construction Labour Hire
What labour hire licences does HBG hold for construction recruitment?
HBG is a fully licensed labour hire provider in every state where licensing is mandatory. We hold licences in NSW (SLJ: 02939), QLD (LHL-05861-F7S5Z), VIC (VICLHL07487), WA (EA3008), and ACT (ACTLHL00000654). These licences are regulated by each state’s labour hire licensing authority and require ongoing compliance with workplace health and safety laws, workers’ compensation obligations, and payroll regulations. Engaging an unlicensed labour hire provider in these states can result in significant penalties for both the provider and the host employer.
Do all construction workers need a white card?
Yes. Under the Work Health and Safety Regulation 2017, every person who carries out construction work in Australia must hold a current Construction Induction Card, commonly called a white card. This applies to labourers, tradespeople, supervisors, and even office-based workers who enter active construction zones. All workers deployed by HBG have their white card verified before their first shift. The white card is nationally recognised and does not expire, although some principal contractors require refresher training after a specified period.
What trades and roles can HBG supply for construction projects?
We supply a comprehensive range of blue-collar and white-collar construction roles. On the tools side, this includes general labourers, carpenters, formworkers, concreters, steel fixers, scaffolders, dogmen, riggers, crane operators, excavator operators, hoist drivers, waterproofers, demolition workers, and civil labourers. On the management and professional side, we recruit site managers, project managers, foremen, supervisors, project engineers, contract administrators, estimators, design managers, construction managers, quantity surveyors, safety officers, document controllers, and planning and scheduling engineers.
How quickly can HBG get construction workers on site?
For standard labour hire roles such as general labourers, we can deploy workers within hours — often the same morning. Our pool of over 10,800+ pre-inducted, site-ready candidates means we are not starting from scratch with each order. For specialised trades and ticketed operators, deployment is typically within 24 to 48 hours depending on the specific qualifications required. For permanent white-collar placements such as project managers or contract administrators, our standard turnaround for a qualified shortlist is five to seven business days.
What insurance and workers’ compensation does HBG carry?
All labour hire workers are covered under HBG’s workers’ compensation policies in each operating state. We also maintain $20 million public liability insurance and professional indemnity insurance. Certificates of currency are provided to clients upon request and are included in our standard pre-qualification packs for tier 1 and tier 2 builders. Our insurance arrangements are structured to meet the requirements of principal contractor pre-qualification systems and comply with the Building Code 2016 for Commonwealth-funded projects.
Does HBG have experience with tier 1 builders and major infrastructure projects?
Yes. HBG has supplied labour to tier 1, tier 2, and tier 3 builders across commercial, residential, and civil infrastructure sectors. Our candidates have worked on projects ranging from $1 million fitouts to $100 million-plus civil infrastructure programs. We understand the compliance standards, safety management systems, and workforce planning requirements that come with large-scale projects. Our pre-qualification documentation is maintained to meet the standards expected by Australia’s largest construction companies and government agencies, including alignment with Federal Safety Commissioner requirements where applicable.
